Prior to HS2, Patrick O’Connor served in various high-level roles including as practitioner director of the BT Centre for Major Programme Management at Oxford University. While at Oxford, he developed a new master of science degree in major programme management. The part-time master's degree in major programme management is offered at Oxford’s Said Business School. It is intended for experienced program managers taking on some of the world’s most demanding challenges. The degree provides leaders with the skills necessary in managing the enormous challenges inherent in the planning and execution of major programs. While most of the study can be completed from home, there are eight modules that must be completed at Oxford. There are also eight summative assessments as well as a dissertation. The study period totals 24 months. Graduates of the program are imbued with the confidence and ability to handle projects that can even impact an entire country
